A place shall be considered complete when no further explanation is required for its continued maintenance. Visibility does not constitute access. Maintenance does not imply occupation. Designation shall take precedence over experience. Areas lacking identifiable function should not be classified as redundant. Evidence of previous use shall not be considered evidence of intended use. Objects installed for guidance may remain in position after guidance has ceased. Repeated forms should be treated as infrastructure rather than coincidence. Silence is not a measurable condition. Absence cannot be entered as a negative finding. Where uncertainty persists, retain the existing classification.
